Abstract: This study has the objectives to 1) study the reality expected condition and the necessary need for raising the quality of learners by using the participation of stakeholders of the Educational Opportunity Expansion Schools, Doi Tao District, Chiang Mai Province 2) Studying the improvement of the quality of learners by using the participation of School stakeholders with good practices and 3) create and examine guidelines for improving learner quality using stakeholder participation for the School to Expand Educational Opportunities, Doi Tao District, Chiang Mai Province. The research is divided into 3 steps. The population and target groups include 1 educational administrator, 2 educational supervisors, 13 educational institution administrators, 85 teachers, and 3 experts, totaling 104 people. The tool used is a questionnaire. Structured interview Agenda, recording form, and inspection form Statistics used to analyze the data are frequency, percentage. Mean, standard deviation, sorting, and content analysis The results of the study found that 1. Overall actual condition is at a moderate level. Overall expected condition. At a high level the need for using stakeholder participation to raise the quality of students at the Educational Opportunity Expansion Schools, Doi Tao District, Chiang Mai Province Consider each aspect in order. Necessary index value from highest to lowest, it was found that the first order was joint implementation of the plan, the second order was joint monitoring and evaluation, and the third order was joint operational planning. And the last step is to jointly improve and correct. 2. Improving the quality of students by using the participation of school stakeholders with good practices. It was found that schools together with stakeholders created a 5-year educational quality development plan and an annual action plan. Let's jointly determine new strategies to raise the quality of students. Select projects with consistent objectives to integrate them for joint action. Follow up and evaluate with participation The evaluation results are used to improve, correct and develop for the better every time. Summarize and report results to all involved parties immediately. 3. Guidelines for improving student quality using stakeholder participation for the Educational Opportunity Expansion Schools, Doi Tao District, Chiang Mai Province The developed system has 4 parts: 1) principles and reasons, 2) objectives, 3) procedures, and 4) conditions for success. The PDCA+A process consists of 1) preparation, 2) operation, 3) evaluation, 4) improvement, and 5) informing relevant parties. There are results of checking accuracy. Overall suitability and feasibility are at the highest level and pass the criteria that have been set in every aspect.
