Abstract: The purpose of this research was to study 1) Study factors leading to decision making for Thai workers in the Republic of Korea, 2) Study socio-economic characteristics of Thai workers who had worked in the Republic of Korea. Use qualitative research methodologies. Data were collected by interviewing a sample of Thai people who had worked in the Republic of Korea or Thai workers currently working in the Republic of Korea, 13 people are interviews and the interviews influencing is analysis with content-based relevant polices and laws. As the results research found that; 1. The Republic of Korea has set the Employment Permit System (EPS) system that allows employers who are unable to find workers in the country. The EPS allow employment of foreigners to work through government or private organizations by defining the types of jobs that allow foreign workers to do including Agriculture and Livestock industrial work and construction along with the salary workers to be receive. The number of workers is set for target group. As to satisfy the need of workers in the Republic of Korea. The worker has to apply for work through the EPS system but if workers are unable to work through the system, Workers will illegally smuggle into the country through temporary residence permits. (VISA-Tourism 90 days). The reason is due to their economic reasons. Relating to workers debt and their families. Also, it related to the political instability in pertaining the lacks progress and environmental motivations in Thailand. 2. Workers who come to work through the Employment Permit System (EPS) will receive welfare under international labor law. Labor smuggled into illegal work is more at risk due to labor uncertainty in their work. and to be a victim of human trafficking. It is because it does not receive any protection from the government. 3. The Employment Permit System (EPS) should be must to regulated governed by the intergovernmental authorities in order to fast process and reduce process for registration as a legal worker. The service profession should also be added to EPS as a necessary occupation.
