Abstract: This independent study is to develop a flowchart interpreter for teaching and learning in problem solving with flowchart, a part of Introduction to Programming course, relatively low learning achievement. This flowchart interpreter is a standalone application program which is able to create, update, save drawing flowchart as an image file, and then print it out. Moreover it can simulate how the created flowchart works step-by-step. This program is developed on Microsoft Window 7 as an operating system and NetBean IDE environment, using Java in programming, JGraph library to display images contained in which an array of flowchart symbols. This developed system is validated and evaluated with an teaching and learning efficiency comparison of problem solving with flowchart topic which has opened for the grade 3 high school students of Anuban Mae Fah Luang, in academic year 2556 (without the flowchart interpreter as a learning tool) and in academic year 2557 (using the flowchart interpreter as a learning tool). Students’ time spent in finishing assignments and teacher’s time spent in teaching and consulting their students are measured. The results show that learning efficient of students increased 23% and teaching time decreased 31%. The satisfaction of this developed learning tool is evaluated by users (students and teachers). The users satisfied this tool with an excellent level. This developed learning tool meets user requirements and can increase learning achievement.
