Abstract: This study aimed to develop and to assess the quality of learning plans in economics strand to promote thinking skills using Six Thinking Hats technique for Prathom Suksa students, Sriphanommas Municipal School, Uttaradit province. The sample in this study was five experts on learning plan assessment. The research instruments were five learning plans in economics strand using five-step thinking skills together with Six Thinking Hats technique of Edward De Bono and five learning plan assessment forms of which composed of forty-three items in each. The data was analyzed for mean score and standard deviation and demonstrated in terms of tables with narrative essay. The findings were as follows: 1. The researcher found five 10-hour learning plans in economics strand to promote thinking skills using Six Thinking Hats technique. The first plan was Good Producers For Happy Lives, the second one; Intelligent Consumers, the third one; Using Thai Natural Resources Sustainably, the fourth one; Creating Awareness For Appreciating The Value Of Natural Resources, and the last one; Planning For Using Natural Resources Valuably. Regarding to all five plans, Six Thinking Hats technique was used as processes in creating activities in learning plans, and five-step thinking skills was used . 2. Regarding to the overall assessment results, the five learning plans had a good quality ( = 2.85 - 2.89). The quality was in terms of standards of learning, purposes of learning, matter of substance learning activities, students’ desired characteristics for thinking skills, source or media for learning, and assessment and evaluation.
