Abstract: The study of development of registered mortgage process of Chiang Mai Land Office, Saraphi Branch is the mixed methods research which are qualitative and quantitative methodologies. The objectives of this study are 1) to study the process of mortgage registration in Chiang Mai Land Office, Saraphi Branch 2) to study the effectiveness of mortgage registration process in Chiang Mai Land Office, Saraphi Branch 3) to study the guidelines for developing mortgage registration in Chiang Mai Land Office, Saraphi Branch. This study is survey research which used interviewing and the questionnaires. Information are from two target groups as following. First group compose of chief and main responsible officers. This group is the executive group and operational staffs in the process of mortgage registration. The collecting data from this group was used in-depth interview method. The second group is the customers of mortgage registration process which are people as mortgagors, people as mortgagees or a person who was authorized to accept mortgage and the representatives from the financial institutions. The data of second group were collected by the questionnaires. The result of the study found that the mortgage registration process of Chiang Mai Land Office compose of 9 steps: 1) checking documentation 2) cue cards distributing 3) petition receiving and investigating 4) directory and land right document rechecking 5) withhold checking and fee calculating 6) receipt printing 7) printing recurrent registration 8) litigants signing the contract 9) distributing title deed and contract. Most people were very satisfied with the service process. Therefore, the mortgage registration process was very necessary and important in providing mortgages as collateral for the loan and the repayment of mortgagors and mortgagees because the process facilitated the guarantee for the loan and repayment as it was people’s need. In the mid of the situation now, economic system is dynamic so liquidity is needed for people’s business or people’s investment in economic activities and customer of mortgages registration process as the customer is individual group such as the litigate of mortgages registration process is individual or general people. The effectiveness of the mortgage registration process; people satisfied in knowledge and skills of the staffs, professionalism, expertise in the service, being able to explain for those service recipients understanding, and the ability to solve problems. The guidelines for the development of mortgage registration of Chiang Mai Land Office, Sarape branch, the study found that after computer was used in customer servicing the mortgage registration process, this decreased steps of mortgage registration process and time using in servicing. These decreasing created satisfaction among people who use the service and increased the efficiency of services.
