Abstract: This study aimed to analyze factors affecting the success and evaluating success of borrowers loaning the village development fund from the Government Savings Bank. Samples of the study were 8 groups of Borrower who received loans from the village development fund from the Government Savings Bank, Thasae branch, Chumphon province. The samples were Country Side Development Savings Group, Bang Mai Kaew Village Development Fund, Bank FonTok Village Fund, Suk Samran Saving Group, Ban Pan Wan Saving Group, Ban Pan Wan Farmers’ House Wife Savind Group, Na Mueang Village Fund, and Thung Bin Village Fund. Five factors were studied which affected the success, which included operational structure, group committee, group members, support from others, and overall achievement. Data were collected from the interviews, questionnaires and information documents from each group. Data were analysed by using descriptive statistics including frequency, percentage, and mean. Results from studying factors affecting success to manage loan from the Government Saving Bank found that in terms of operational structure, most of the groups had explicit operational structure. Moreover, the group regulations were specified, operations were planned, tasks were separated, group members were well cared, and group reputation was well propagated. In terms of group committee, the committees were experienced, cooperative and satisfied with their work. However, committees in some groups were not provided additional knowledge. In terms of group members, most of the members had well knowledge and understanding about applying loan. Loans were used in compliance with the objectives and the members saved money regularly. The defaults of members also occurred in very small proportions. In terms of the support, Village funds were supported by the government of training and giving advices. In contrast, the saving groups were not supported by the Government. Furthermore, Ban Pan Wan Famers’ House Wife Saving Group loaned from Rubror Sub-district Administration Organization for the revolving fund. In terms of the overall achievement, all of the members saved money and most of them loaned money from the group. All of the groups gained profits from the operation with average between 10,000-150,000 baht. The success of groups were analysed and found that there were 3 groups with highest success and 5 groups with medium success. The highest successful groups had higher potentials than the medium successful groups in every aspect. The highest successful groups had explicit operational structures, experienced committees who learnt more for additional knowledge, members who understood on applying loan, paying depth, and savings, support from the government. The proportion of loaner per members more than the medium successful group, and had average rate of profit per loan of 1.95%, while the medium successful group had 1.87%
