Abstract: The purposes of this research were: 1) to study the state and problems for the internal quality assurance procedure in child development center under the Local Administration, Hangdong District, Chiang Mai Province. 2) to study the guidelines for the internal quality assurance procedure in child development center under the local administration, Hangdong District, Chiang Mai Province. The samples of this research were the educational executives or educational officers and the child attendants who were responsible for the quality assurance. The instruments were the structured interview forms according to the purposes of this research, data collection froms; the document procedure according to the indicators of the quality assurance and the internal quality assurance audit form of the child development center under the Local Administration, Hangdong District, Chiang Mai Province. The data was analyzed by using descriptive analysis and presenting data in composition. The research findings were as followed: The procedure was as the guidelines and quality assurance of the Office for National Standards and Quality Assessment. The procedure was as the systematic and proceeded as standards for development child center plan, the learners have learnt as the experience arrangement plan that in accordance with the Local Administration Department’s curriculum. The foundation of educational institutions were consisted of the target, strategy and the operation guidelines in accordance with Pre-school Education Curriculum as the educational standard plan. There was the child center educational standard broadcasting of the Local Administration, formulated and created the educational standard of the center, formulated administrative structure as the field, followed up the procedure in order to achieve as the improvement plan during 3 years, and the action plan as the child center formulated by creating annual report and following up to audit the educational quality. The problems for the procedure found that the procedure was not continual, there were staff transferences, lacked of clearness for administrative policy, the center head selection, the educational improvement plan creation were delayed, lacked of the participation, there were a few educational officers but more tasks, the child attendants lacked of knowledge for the internal quality assurance, There was no system and category for data collection of child cares, The procedure wasn’t as the plan, creating procedure report, following up to evaluate and included the learners’ development problem aspect. The procedure development guidelines, there should be studied increasingly about the procedure, researched, analyzed together, formulated the procedure guidelines in order to be the concerted procedure, increased knowledge training for child attendants, used technology for creating educational improvement plan, supported the budgets for administration, followed up the evaluation, created the educational improvement plan that derived from the main policy of the executives, modulated functional structure appropriately, and there should be followed up practically and incessantly in order to apply the data to improve the procedure of the child development center efficiently.
