Abstract: The aims of this study were to investigate the conditions and needs in cooperative learning management to enhance educational outcomes, as well as to explore and evaluate the effectiveness of the guidelines for cooperative learning management. The study included a total of 125 participants, comprising school administrators and teachers from small pilot schools in the Chiang Mai Education Sandbox. The group providing data consisted of 17 qualified individuals. Data collection tools for this study included questionnaires, group discussion records, and a guidelines assessment form. Data analysis involved the use of percentages, averages, standard deviations, and content analysis. The study findings 1) Conditions in cooperative learning management to enhance educational outcomes are moderate overall. They are ranked in descending order of average values as follows: collaboration in practice, collaborative goal setting, collaborative assessment and monitoring, collaborative planning, relationship-building collaboration, and collaborative decision-making. The need for cooperation in learning management is generally high. The ranking of needs, in descending order of average values, is as follows: collaboration in practice, collaborative assessment and monitoring, relationship-building collaboration, collaborative planning, collaborative goal setting, and collaborative decision-making. 2) Guidelines for cooperative learning management to enhance educational outcomes were as follows: 2.1) Understanding and adhering to the Educational Innovation Area Act of 2019 together. 2.2) Linking and understanding contextual needs to ensure alignment with stakeholder requirements. 2.3) Creating an inclusive environment for genuine input. 2.4) Establishing Memorandums of Understanding (MOUs) to promote successful educational management. 2.5) Clarifying performance indicators and assessment criteria for effective learning outcomes. And 2.6) Fostering a supportive environment to stimulate creative thinking for all stakeholders. 3) The validity of guidelines for cooperative learning management to enhance educational outcomes is predominantly highest, with overall suitability, feasibility, and benefits also rated high.
