Abstract: Current health service system in Thailand has been adapted to the quality and expectations of clients. Modern organizational management, therefore, has changed this system management by using a learning process to step into a learning organization. The purpose of this research was to study learning organization as perceived by nurses and the problems and obstacles related to the development towards a learning organization of nurses in Somdejphrajaotaksin Maharaj Hospital. The sample included 176 registered nurses. The instrument was a learning organization questionnaire developed by Thipmonthien Pala (2015) based on Senge's conceptual framework (Senge, 2006). The reliability of the instrument was .93. Data were analyzed using descriptive statistics including average, standard deviation, and percentage, The results of the study found that: 1. The overall average score of learning organization as perceived by nurses was at a high level (x̅ = 3.98, SD = 0.57). Concerning each dimension of learning organization, the mean scores of Personal Mastery, Mental Model, Building a Share Vision, Team Learning, and Systems Thinking were at high levels (x̅ = 4.05, 4.03, 3.99, 4.02 and 3.82; SD = 0.56, 0.56, 0.56, 0.6 and 0.54, respectively) 2. Problems and obstacles in developing into a learning organization as perceived by nurses were: 1) personal characteristics of nurses including differences of opinion, perspective, age, and experience; 2) heavy workloads caused nurses stress and fatigue; 3) a lack of leadership from nurse administrators in organizational management; 4) organizational structure and support that frequently changed their goals; a lack of good communication within the organization caused confusion in achieving goals; and 5) the working environment in terms of the team organizational structure was unclear. Their opinions were not respected, and the computers in the nursing units were not adequate for searching data and knowledge. The results of this study can be used as basic information for nursing administrators to promote and develop nursing organizations to become learning organizations in the future.
