Abstract: The objectives of this qualitative research were to investigate the knowledge and understanding about the job performance evaluation system of support personnel at Chiang Mai Rajabhat University, to examine problems of the evaluation system, to explore their expectations about the evaluation system, and to propose a suitable guideline for formulating the evaluation system. A survey was conducted with 83 division directors or equivalent, heads of faculty, college, directorate, institute, bureau and unit offices, and support personnel. The interview was conducted with the director of the Division of Human Resource Management and an individual directly involved in the job performance evaluation. A documentary research was also conducted. The study results revealed that the participants involved in the survey and interview knew and understood about the evaluation system at a high level. Most were able to answer the feedback questions with the majority understanding the implementation of the evaluation results. Most of the problems about the evaluation system were concerned with the evaluation criteria, methods, steps, and forms. Most personnel expected the evaluation criteria and methods to be clear and unidirectional with more and clearer evaluation items. The evaluation could actually be conducted quantitatively and qualitatively. For a suitable evaluation guideline, the criteria and methods should be revised in order to reduce confusion and problems about not following the steps. The criteria and methods should be suitable and clear. The evaluation form should be revised with regard to work groups, evaluation items or indicators with details suitable for each work group.
