Abstract: This research aims to investigate the collaboration process in managing the symbolic building of Chaophraya Yom Riverside (Passaorn) in Nakhon Sawan Province. The specific objectives are as follows: 1) To examine the collaboration process in managing the symbolic building of Chaophraya Yom Riverside (Passaorn) in Nakhon Sawan Province; 2) To explore the patterns of collaboration in managing the symbolic building of Chaophraya Yom Riverside (Passaorn) in Nakhon Sawan Province; 3) To study the strategies for developing collaboration in managing the symbolic building of Chaophraya Yom Riverside (Passaorn) in Nakhon Sawan Province. This qualitative research utilizes in-depth interviews with a total of 15 participants divided into three groups: 1) Government sector, including the Tourism Authority of Thailand, Nakhon Sawan Provincial Office, and Nakhon Sawan Municipality; 2) Private sector, including the Nakhon Sawan Chamber of Commerce, Tourism Industry Association of Nakhon Sawan, and Nakhon Sawan Hotel and Restaurant Association; 3) Civil society, represented by local community members. The content analysis of collected data from relevant documents and interview transcripts is employed to analyze and identify significant and sustainable tourism attractions. The study findings revealed that the main factors contributing to the involvement of various stakeholders in the management of the Chao Phraya Yommaraj Riverside Pavilion (Passan) are the roles and responsibilities played by different parties and the scarcity of resources, particularly budgetary constraints. These factors generate motivation and drive for cooperation. However, concerning the management of the Passan in Nakhon Sawan Province, the primary agency involved is the Nakhon Sawan Municipality, resulting in limited collaboration in the management process. Various forms of cooperation in managing the iconic riverside pavilion exist, including: 1) Boundary-based management: This form of cooperation involves collaboration between governmental agencies, units, or organizations that operate based on their respective tasks and responsibilities. 2) Vertical cooperation: It entails cooperation among personnel within an organization operating under regulations, rules, and guidelines, including adherence to directives between the unit leader and employees. 3) Donor-recipient cooperation: This form arises from individuals or entities providing financial support to those responsible for the management of the Passan. The aim is to encourage construction and development of the iconic riverside pavilion through monetary donations. 4) Voluntary cooperation: It refers to cooperation that occurs based on personal willingness to participate in the operations. This form relies on voluntary engagement. Therefore, to promote sustainable cooperation in the management of the Chao Phraya Yommaraj Riverside Pavilion (Passan), it may be necessary to establish guidelines and criteria for consistent collaboration. This would create awareness and involvement, fostering a sense of ownership and driving the development of the iconic riverside pavilion.
