Title: Risk management model of the disciplinary procedures for government teachers and educational personnel under the educational service area office

Abstract: The objectives of this research were 1. to study the problems, risk factors , and contributing factors in disciplinary procedures of government teachers and educational personnel under the educational service area office ; 2. to create and validate risk management model of the disciplinary procedures for government teachers and educational personnel under the educational service area office; 3. to assess risk management model of the disciplinary procedures for government teachers and educational personnel under the educational service area office . The research was divided into 3 steps: Step 1 to study problems, risk factors, and contributing factors in disciplinary procedures of government teachers and educational personnel under the educational service area office; this step was to study the document and related research and survey of the opinions of the target group as 225 directors of the legal and litigation group from 225 educational service area offices. Data were collected by questionnaire. Step 2 to create and validate risk management model of the disciplinary procedures for government teachers and educational personnel under the educational service area office ; this step was to draft the risk management model by applying the results of the survey in Step 1 to draft and then bring the draft model to 7 qualified persons to check for accuracy and appropriateness employing focus group discussion. Step 3 to assess risk management model of the disciplinary procedures for government teachers and educational personnel under the educational service area office; this step was to assess the model from Step 2, then the revised model used for trying out with the target group as 245 directors of the legal and litigation group from 245 educational service area offices and 18 chairmen of the board of directors of education area group from 18 inspectorate areas. The assessment was for the feasibility and the usefulness of the model application, and the data were collected from the assessment form. The results revealed that 1. Disciplinary procedures had problems and risk factors in three aspects: 1.1 Process, 1.2 Personnel, and 1.3 Legal Regulations. Overall, the problems were at a moderate level while each aspect with the most problem was Legal Regulations, followed by Process and Personnel, respectively. The overall opinions on the risk factors were at a high level. As for each aspect, it was found that Personnel had the highest risk, followed by Legal Regulations and Process, respectively; 2. Drafting risk management model of the disciplinary procedures for government teachers and educational personnel under the educational service area office applied the System Theory as a framework, drafting consisted of five elements as follows: 2.1 Input: 1) Process 2) Personnel and 3) Legal Regulations; 2.2 Process: application of the concept of COSO (The Committee of Sponsoring Organization of The Treadway Commission) for risk management of disciplinary procedures consisted of 1) Internal Environment 2)Objective Setting 3)Risk Identification 4)Risk Assessment 5)Risk Response 6) Control activities 7) Information and Communication and 8) Monitoring;2.3 Output: the result of disciplinary procedures; 2.4 Feedback: the positive and the negative feedback from disciplinary procedures; 2.5 Environment: the contributing and the obstacle factors of disciplinary procedures, and the results of validation in risk management model of the disciplinary procedures for government teachers and educational personnel under the educational service area office were accurate and appropriate., and 3. Assessing risk management model of the disciplinary procedures for government teachers and educational personnel under the educational service area office had the overall opinions on feasibility and usefulness were at a high level.
