Abstract: This Participatory Action Research aimed to develop a community participation program (CPP) in Ememergency Medical Services for the elderly at Suthep sub-district municipality in Chiang Mai province, and to compare community participation average before and after receiving the program (CPP), including to study possibility of using the program. By using community participation concept of Cohen & Upholf and using general Ememergency Medical Services concept. The study was divided into 3 phases: phase 1: Situation Analysis, Phase 2: Implementation, and Phase 3 Evaluation. Population and samples were devided according to the phases ; phase 1: the sample of 17 people was purposively selected, including officers and community representatives. Phase 2: Implementation and Phase 3 Evaluation: the sample size was 151 people (calculated from 2960 people), and the same 17 people from Phase 1 were used. Tools; phase 1 was the group discussion questions for analysis of the situation of community participation for developing the program (CPP), Phase 2 was the developed program and Phase 3 consisted of 3 tools, namely the community participation questionnaire, possibility of using the program questionnaire, and group discussion that question on the possibility of using the program. Data analysis were qualitative data analyzed by dividing the data into categories and quantitative data by using percentage, mean, and standard deviation. The mean was compared using Paired t-test statistics before and after receiving the program. The community participation program depends on the results of the situation analysis. Phase 2 found that the community cooperates in continue using the program and in the third phase after using the program found that the average community participation value statistically significantly higher (p<0.001) and possible to apply to similar contexts. Suggestions should be made to apply the program in other contexts.
