Abstract: Doi Tao district, Chiang Mai Province is one of the top-ranked districts that has severe wildfire and haze pollution. According to hotspots comparison data collected by Suomi (VIIRS) satellite shown hotspots in each province in Chiang Mai in 2563 B.C. (1 January - 31 May) and hotspots comparison in the same period of time in 2563 -2564 B.C. (1 January -21 March), which found 802 hotspots and significantly decreased in 2564 B.C. that found only 553 hotspots (269 lower or 33.54 percent lower from last year) (Chiang Mai provincial prevention and control center for small dust pm 2.5 commanding center, 2564). Due to the historical failure lesson and paradigm shift for new systematic solution to transform problem-solving solution that emphasize on single command and law enforcement, as seeing on Chiang Mai provincial announcement for setting a prohibited burning period in the open air in Chiang Mai province and announcement for strictly closing the forest to prohibited utilization of forest resources to prevent forest burning. Therefore, the collaborative government is focuses more on listen to the problems, obstacles, advises and stakeholder’s cooperation. In addition, design a guideline for new systematic solution that suitable for each area, such as preparing a fuel management plans in village and community level and give a management opportunity which abide by academic knowledge and based on context in each area, using a FireD application which designed and developed by network partners, for instance Chiang Mai University, Ministry of Higher Education, Science, Research and Innovation, National Research Office (NRCT), Ministry of Natural Resources and Environment, Department of Disaster Prevention and Mitigation (DDPM) and Chiang Mai Provincial Administrative Organization and driving the prevention and solution plan for haze pollution, wildfire, and small dust pm 2.5 in area based. These problems solving method are drawing participation from local level to stipulate area-based method that appropriate for each context. Consequently, this method is successful and efficient, also collective acceptance which leading to active collaboration in every sector to drive a problem-solving solution in the same direction.
