Abstract: The objective of this research was to study (1) basic conditions of training and visiting system operation of agricultural extension officers in upper northern region, (2) factors affecting training and visiting system operation of agricultural extension officers, and (3) problem and suggestions of training and visiting system operation for agricultural extension officers. The sample for this research consists of 156 extension officers. Data is obtained through questionnaires. Descriptive statistics used for data analysis include percentage, mean, maximum, minimum, and standard deviation. Hypotheses are tested using multiple regression analysis. This research shown that the agricultural extension officers in upper northern region, are female, with an average age of 36.6 years, have graduated with a bachelor’s degree and a master’s degree, are single, regional an agricultural extension officer at agricultural extension office district. It was found that an average of 6.12 years with government service, possess an average of 7.87 years agricultural extension experience, an average 6.42 years to spend working agricultural extension officer, with an average of 1-2 sub-district responsible, an average of 13.36 villages responsible, and with an average 1.42 times of training and visiting system. There was an average of 6.52 agricultural extension officers working in the department. They have responsible for the registration of farmers, and have 1,001-1,500 families were supported by the training and visiting system, driven cars on duty to reach the target area. Most of them were supported to work in accordance with the training and visiting system, such as mobile phone charges. Take an average distance of 46.59 kilometers, the average time from agricultural office to target area is 72.44 minutes, spending times more than 4 hours on working with farmers, and providing services to farmers personally by phone. Used social network to communicate and coordinate with farmers such as Line (private) with the purpose of contacting farmers to information. Most of the operating areas were Plain and Hight land, the route condition was paved road. Characteristics of targeted persons in the district where agricultural extension officer work as indigenous people, have flats with electricity in agricultural office, and used the method of self-study to the obtain knowledge of training and visiting system. The overall problems in operation towards of training and visiting system of agricultural extension officers is at a moderate level (x ̅ = 3.24). Factors correlated to training and visiting system that display statistical significance 0.05 (p<0.05) include period of work in the position of agricultural extension officer, the obtain knowledge of training and visiting system, and the problems in operation towards of training and visiting system. In problems and suggestions of agricultural extension officers of the training and visiting system operation found that low support budget which makes it impossible to track in the area. The allocation of budgets to the area is delayed and some projects are inconsistent with the planting period. Agricultural extension officers should regularly train and guide workers to improve the operational efficiency of training and visiting system.
