Abstract: The objectives of this research were to develop learning activities by using Creativity – Based Learning Approach for grade 5 students and to compare the creative writing ability of grade 5 students before and after implementing the Creativity – Based Learning Approach. The sample of this research were students in grade 5 level of one classroom in the second semester of academic year 2021 at Benjama 2 Bannamroo School, Srisangwan Educational Quality Development Center, Mueang Na Sub-district, under the Chiang Mai Primary Educational Service Area Office 3, which was obtained based on a purposive sampling. The research instruments consisted of 1) Learning activities by using Creativity – Based Learning Approach, 2) Assessment of learning activities by using Creativity – Based Learning Approach, and 3) Creative writing ability test. The data were analyzed using descriptive statistics to determine percentage and mode. The results of this research indicated as follows: 1) The developed learning activities by using Creativity – Based Learning Approach were student-oriented for encouraging students to be alert in learning, giving them opportunities to think and find problems, present results, and measure results together. The developed learning activities consists of a 5-stage process: Stimulating, Problem setting and grouping, Research and think, Presenting and Monitoring and evaluating. The activities were verified by experts and the suitability was at a very good level. They could be practically used for developing students' creative writing abilities. 2) After implementing learning activities by using Creativity – Based Learning Approach, the creative writing ability of students was at a good level.
