Abstract: This study aims to 1) study the organizational resources for the policy implementation 2) investigate the characteristics and competencies of the organization for policy implementation, 3) examine the organizational relationship during the policy implementation and 4) study the results and effects of the policy implementation of Department of Public Works and Town and Country Planning Lamphun Office. This is a qualitative research that five key informants are Chief of Lamphun Office of Public Works and Town and Country Planning, Head of Division and Head of Unit. Moreover, the focus group was also conducted in 4 groups consisting of 5 persons each - Group 1: the staff from the Academic unit of the Country Planning division, Group 2: the staff from the Academic unit of Public Work and Town division, Group 3: the supporting staff and Group 4: the administrative staff. The semi-structure interview was used as a research tool. After the data collection, the content analysis wan done alongside with information from related document. In terms of organizational relationship, 1) In terms of the administrative resource, it was found that the organizational structure is clear and the human resources are insufficient. Also, the budget is sufficient for the instant policy implementation. 2) the highlighted characteristics and competencies of the organization for policy implementation are the administrators who able to develop the clear understanding regarding the policy implementation, the staff’s participation and the effective teamwork. Moreover, the practitioners have well understanding regarding the objectives and key information of the policies. They also have positive attitude and strong intention for the policy implementation. Next, 3) the result reveals that participation, systematic cooperated works and the driving force of the government lead to concrete policy implementation, participation from civic and government sectors and policy adoption. Next, 4) the results of the policy implementation show that the collaborating relationship, resources and competency are the factors driving to the achievement. The policy implementation is very important since people's needs are efficiently responded. Lastly, problems are also solved and people truly receive benefits from the policy implementation.
