Abstract: This research aimed to study the conditions, problems, and factors facilitating the integrated learning management 1) to develop learning for 21st century of learners of northeastern sports schools, 2) to create and verify an integrated learning management model for developing learning for 21st century utilizing participatory action research and 3) to study the results of using integrated learning management model for developing learning for 21st century. The samples were school directors, deputy school directors for academic affairs, head of the concerned divisions, and teachers teaching general subjects of sports school in Ubon Ratchathani, Si Sa Ket and Khon Kaen selected by using purposive sampling. The instruments were the form for conditions, problems, and factors facilitating the success, assessing the student’s 21st century learning skills on their learning and innovation and form for assessing satisfaction. The findings were as follows; 1. In overall, the problems were at a high level. The problem on learner’s quality was at the highest level. The factors facilitating integrated learning management, in general, were significant at the highest level including curriculum, media, and technology aspect, learning process and evaluation aspect, teacher’s leadership on learning organization aspect, educational administration and management development aspect and school quality assessment aspect. 2. Model constructing and validating was along with the open system approach for administration. The Input consists of 1) factors to facilitate the success which included desirable characteristics of learners in 21st century, teacher’s leadership, curriculum, media, and technology and education quality management and assessment, 2) The process consists of step 1- creating knowledge, step 2 – putting into practice, step 3 - outcome assessment and 3) The output consists of 21st century skills on learning and innovation, 4) The feedback was the reflection on problems and recommendations for operating in each step. 3. Results of validating the integrated learning management model revealed that the model had been valid, appropriate, feasible and relevant to the context and applicable for developing the 21st century learning in effective way.
