Abstract: This study aimed to analyze police organizational behavior that should be promoted in order to seek the way to improve and adjust the police organizational behavior which is wrong, unjust or unacceptable. This study was a qualitative research. Data were collected from in-depth interviews with police officers at both the administrative and practitioner levels, as well as related organizations, such as prosecutors and lawyers. Moreover, this was a survey research by collecting data from 200 people who used services of the police in Mueang Chiang Mai District, by non-specific random sampling. In addition, research documents and works related to problems occurring from the police performance were studied. Results of the study were concluded as follows. Data received from the in-depth interviews with the police at both administrative and practitioner levels, as well as the related organizations were analyzed and examined by triangulation method. Similar results were found; the most important factor affecting the malpractice of the police was said to be the bureaucratic system, or “Patronage system” . It built improper values and behaviors in the bureaucratic system. People who concentrate on their work lose encouragement. Moreover, there was a change in behavior when they saw their seniors or juniors progressions because they tried to achieve their goals by finding a chance to be intimate with the superiors, political authorities or other authorities that are in a position to benefit them. Another factor was the administrative structure of the Royal Thai Police concerning problems about budget management, not enough budget for work. Furthermore, there were problems with human resources, such as low social welfare and salary compared with other organizations. The policies were also specified by the chief executive from the central organization which mainly held onto the arrest statistics. However, problems and appropriateness of each area were overlooked. Those were factors that supported the malpractice and abuse of power of the police. Samples agreed that problems from organizational behavior were not only occurring in the police in Mueang Chiang Mai District, but also all of the organizations under the Royal Thai Police office. In terms of opinion of people towards organizational behavior of the police, it was found that the majority of them had encountered police who had committed malpractice, were unfair, and lacked of morals. They agreed that the most inappropriate behaviors of the police were the discrimination, patronage system, and the way that they abuse their influence in their jobs. In terms of solutions, an administrative reformation of the Royal Thai Police was recommended. The organization should have unity to think and make decisions by itself in every case: nomination, relocation, promotion, and consideration on salary rates. The interference of politician and other authorities should be prevented. Clarity in administration should be made, especially on budget, nomination, relocation, promotion, and consideration of proper salary rates. Furthermore, the whole chain of the command system of Thai Royal Police should be adjusted to be shorter and more effective. In terms of the organizational behaviors of the police that help encourage them in a good direction and need to be promoted were that the police have to pass difficult programs or activities to create patience, harmony and love among their groups and organizations. This was a factor that leads them to succeed in their work, which requires teamwork. They should also be cultivated and emphasized on virtue. Suggestions from the study on police organizational reformation were as follows. The administrative structure should be improved in terms of budget, welfare, and salary of the police. Furthermore, policies for nomination and promotion should be made clear. Police officers should progress according to their expertise and working experience in order to decrease problems from the patronage system.
