Abstract: This study titled “Budget Bargaining Between the Elderly Club and Kee-Lek Sub-district Municipality, Mae Rim District, Chiang Mai Province” has objectives; to determine the form and nature of the relationship between local politicians to senior citizens; to study motivations that make the elderly calls for the budget to organize the activities of the elderly their group and to study the impact both positive and negative of the approval of the budget. This study uses qualitative research methodology by interviewing the residents of the district on various issues related to the topic of the research. The interviewees were divided into three groups consisting of: elderly and local government executives and government officers responsible the district. The study found that older people have a deep understanding of the local government and has participation in the local management and development. The elderly have banded together to organize a variety of activities. Elderly group in Kee-lek district was strengthened and has a role in setting the direction for the development of the district via the common interest groups. They often send representatives in their group or people who had supported as candidates in the local elections in several levels. Elderly Club and the Municipal provide benefit to each other. The municipality approves budget support to the elderly. The elderly use budget to organize activities with the aim to develop local and public activities for the elderly. The impact of budget approval: politics in the Municipality's budget process is related with executives who want to have control and power over council members and election campaigner under the patronage relationship with the budget process, another group outside the networks would get less budget to support their activities. The budget process is concerning the political interests or political feasibility. Although, it could tie a strong relationship based on patronage, but the people outside the network feel that they did not receive a fair treatment and cause dividing in the community. Some projects of the municipality did not get success because groups that get less budget support had less participation.
