Abstract: This research aims to achieve 3 main objectives: 1) to synthesize the components and indicators of the innovation ecosystem, 2) to study effective processes and methods in managing the innovation ecosystem, and 3) to develop and verify guidelines for developing the innovation ecosystem of secondary schools. The sample consisted of 540 school administrators and teachers in secondary schools. Opinions were surveyed using a 40-item, 5-point Likert scale questionnaire on the components of a innovation ecosystem. The discrimination power ranged from 0.510 to 0.913 and the reliability was 0.976. Confirmatory factor analysis was conducted using Mplus software. Qualitative data were collected through interviews with seven experts, selected by purposive sampling. The interview guide for the development of an innovation ecosystem and validating the (draft) guidelines for developing an innovation ecosystem in secondary education institutions by seven experts selected through purposive sampling. A focus group discussion was utilized to examine the (draft) guidelines for developing the innovation ecosystem in secondary education institutions in three aspects: suitability, feasibility, and usefulness. The research findings indicate that: 1) The components and indicators of the innovation environment system consist of 6 components: (1) Innovation policy (2) Learning space (3) Personnel collaboration (4) Innovation culture (5) Budget management and (6) Infrastructure and support The congruence of the innovation environment system's component indicators has been confirmed structurally, with the variance-covariance matrix of empirical data aligning with theory. 2) Effective management processes and methods rely on promoting and supporting 5 main aspects: (1) principles, (2) objectives, (3) the process of developing the innovation ecosystem, (4) success conditions affecting the development of the innovation ecosystem, and (5) limitations/additional suggestions for developing the innovation ecosystem. 3) Guidelines for developing the innovation ecosystem of secondary schools comprise 5 main areas: (1) principles, which are to become an innovation-based institution, (2) objectives, to create an innovation ecosystem in secondary education institutions towards becoming innovation-based institutions, (3) methods/processes according to the components of the innovation ecosystem, (4) success conditions, which involve systematic development of all components using research and development processes, and (5) limitations/suggestions at both the institutional and individual levels. The overall review of the guidelines indicates a high level of suitability, feasibility, and usefulness.
