Abstract: This research aims to (1) synthesize behaviors that indicate the New normal health literacy inventories of lower secondary school students in the upper northern area. (2) analyze the behavioral components that indicate New normal health literacy inventories of lower secondary school students in the upper northern area, (3) develop a behavioral measure to assess New normal health literacy inventories for these students, and (4) establish standardized criteria for this behavioral measure to evaluate New normal health literacy inventories of lower secondary school students in the upper northern area. Data sources include a group of five expert evaluators who assist in verifying the content validity of behavioral indicators derived from document synthesis. The research involved two distinct groups including a group of 200 participants used to establish the quality of the behavioral questionnaire assessing New normal health literacy inventories of lower secondary school students in the upper northern area, and a larger group of 1,076 participants involved in the analysis of component weights. A group of 98 participants used to determine New normal health literacy inventories of lower secondary school students in the upper northern area. Additionally, a separate group of 1,052 middle school students from the same region was involved in developing the standardized criteria for this behavioral measure, which evaluates the New normal health literacy inventories based on the evolving lifestyles of these students. The tool used was a behavior synthesis record form indicating the New normal health literacy inventories of lower secondary school students in the upper northern area. Behavioral questionnaire indicating the New normal health literacy inventories of lower secondary school students in the upper northern area, and a behavioral measure indicating the New normal health literacy inventories of lower secondary school students in the upper northern area. Data collected in May 2023. Statistics used include mean, standard deviation, standard deviation, Index of Item-Objective Congruence: IOC, t-test, Correlation coefficient, Factor analysis, Normalized T-Score. This research summarizes the results 1. A behavioral synthesis study on the New normal health literacy inventories of lower secondary school students in the upper northern area. Forty-eight distinct behavioral indicators were identified. 2. The results of the analysis of behavioral components indicating the New normal health literacy inventories of lower secondary school students in the upper northern area resulted in a total of 5 components, including, Component 1, the awareness and expression to increase the human value of oneself and others has a total of 11 behavioral indicators. Component 2, having knowledge and skills in seeking health knowledge for use in both prevention and problem solving, has a total of 12 behavioral indicators. Component 3, confidence that applying health knowledge and understanding will lead to good health as a result, has a total of 12 behavioral indicators. Component 4, confidence and pride in one's worth to others, has a total of 5 behavioral indicators. And the fifth component is the confidence that a good life must be lived in a good society and oneself must be a good citizen with a total of 5 behavioral indicators. 3. A five-level estimation scale with 25 items was developed to assess the New normal health literacy inventories of lower secondary school students in the upper northern area, and it is rating scale. It demonstrates high reliability of .970. Factor loading ranged from .516 to .691., with significant t-values ranged 7.536 - 16.557. All items are statistically significant at the .01. 4. Results of finding the normal criteria of the behavioral measure indicating the New normal health literacy inventories of lower secondary school students in the upper northern area in terms of awareness and expression in order to increase the human value of both oneself and others found the average is 21.701, and standard deviation is 3.148. In terms of having knowledge and skills in acquiring health knowledge for use in both prevention and problem solving, the mean is 21.487 and the standard deviation is 3.334. In terms of confidence that applying health knowledge and understanding will lead to good health, the mean is 21.357 and the standard deviation is 3.365. In terms of confidence and pride that oneself is valuable to others, the mean is 19.528 and the standard deviation is 3.783. In terms of convincing that a good life requires living in a good society and that one must be a good citizen, the mean is 21.411 and the standard deviation is 3.292.
