Abstract: According to the report of fatal road accidents by the Car Accident Protection Company (Co., Ltd.) during the years 2019-2021, during the past five years, it was found that the group caused most road accidents in Chiang Mai. From birth to the age of 25, students and youth call this group "Vulnerable Road Users (VRUs)," with the vast majority of road accidents occurring around schools and roads around schools. The objective of this research was to examine road safety around school districts in each area in Chiang Mai Province, which consists of School groups in urban areas, School groups in the suburbs, and rural schools. It assesses road safety and proposes appropriate physical safety measures in each area. The researcher conducted a survey of physical road characteristics and traffic components around the school district in each area. A total of 60 problems, 48 components, and 43 risk factors were used to assess the degree of risk affecting accident factors. Based on a 6-key crash model, based on the iRAP Star Rating safety star rating method, and proposed safety measures appropriate to the context of the region comprising the iRAP toolkit and speed limit measures from susceptibility tests. The star rating per traffic speed (Speed Sensitivity Model) was analyzed, and the risk score and star rating were analyzed before and after the measures were applied to assess the economic viability of the safety measures. This compares the benefits from the Incremental Star Rating Benefit and the cost of implementing measures such as construction and maintenance costs. As for the level of safety of the road around the school area in the city found that motorists, cyclists, and pedestrians. With an average rating of 3 stars, it is considered a moderately safe road by iRAP standards. Get a net present value (NPV) equal to 48,220,496 baht, more significant than zero. The benefit and cost (B/C) of 3.40, which is greater than one, can be concluded that it is worthwhile to improve security. And the speed limit of the route around the school in the appropriate urban area for cars and motorcycles is the same at 30 km/h. The level of safety of the road around the school grounds in the suburbs found that motorists, motorcycles, and pedestrians Its average star rating is I star, so it's a low-safety road. There is a high chance of serious accidents-moreover, the star rating of the suburban cyclist group. The average star rating was I star, reflecting the risk and severity of accidents among all motorists in the suburbs (Hang Dong District). Using the road has a 3-star rating, which raises the level of safety on the road around the school district according to iRAP for School standards and assesses its economic value. The NPV value is 80,653,088 baht, which is greater than zero, and B/C of 10.63, which is greater than one, is therefore considered worthwhile to improve security. And the speed limit of the road around the school in the suburbs is suitable for cars and motorcycles at 40 and 30 km/h, respectively. The level of safety of the road around the school in rural areas found that all road users had an average rating of 1 star, thus describing it as a low-safe road. There is a high chance of serious accidents. It reflected the risk and severity of accidents among all road users in rural areas (Phrao District). When applying the school safety measures in rural areas, it was found that all road users had a star rating. A 3-star rating, which enhances safety on the school perimeter of the school district according to iRAP for School standards and assesses its economic value, achieved an NPV of 6,194,558 baht, which is greater than zero, and a B/C of 3.21, which is more than one. Therefore, it is worthwhile to improve security. And the speed limit of the route around the school in rural areas suitable for cars and motorcycles is the same at 30 km/h.
