Abstract: This research aimed to develop and study the effects of using the Community-Based Thai Learning Model integrated with folklore resources in Culture and Language course for Matthayomsuksa 5 students, The Prince Royal's College, Chiang Mai. Whilst the purposive sampling were 50 students. The instruments were 1) the Community-Based Thai Learning Model and two unit plans 2) the set of assessment forms for the 21"Century Learners' Competencies 3) the learners' satisfaction assessment form with The Community-Based Thai Learning Model. For data analysis, descriptive statistics with an average, standard deviation, and percentage were employed. The research results shows the developed Community-Based Thai Learning model is "FICIASS MODEL". There are the abbreviation of these seven steps 1) F: Foundation, 2) 1: Identify & Invigorate, 3) C: Cooperation & Coaching, 4) 1: Integrated with Folklore Resources, 5) A: Analysis & Abstract, 6) S: Show-Share-Self and 7) S: Service. The effect of assessment for the 21" Century Learners' Competencies after applying FICIASS MODEL shows the learners' communication capacity was considered to be "excellent" with the mean of 3.52. For thinking capacity, the mean of learners' competency is 3.41 and was at a "good" level. For the capacity for technological application, learners are considered to be the "excellent" level with a mean of 3.54. Besides, the results of the learners* satisfaction assessment form with FICIASS MODEL shows the learners were satisfied with the overall process at the "high" level of satisfaction with a mean of 4.32
