Abstract: This study aimed to develop a speech and language training manual for parents of children with cleft palate ages 0-3 years old and to study the effectiveness of the manual. The research process consisted of 4 phases: 1) Gather information on stimulating language development. 2) Development of the manual and satisfaction assessment form and tested content validity by 5 experts. It was found that the manual and satisfaction assessment form have the content validity index for the entire set at 0.87 and 0.92, respectively. 3) Testing the effectiveness of the manual. A total of 16 children with cleft palate between 0-3 years were studied (8 control groups who did not receive the manual and 8 experimental groups who received the manual) for a period of 3 months and and 4) Data analysis by Mann-Whitney U Test found that the scores of language development before participated in the program were not statistically different in both groups (median difference = 0.25, 95% CI = - 5.00 to 4.00, p = 0.71) but the score after participating in the program between both group was statistically different (median difference = 8.00, 95% CI = 3.50 to 16.00, p = 0.03). However, the score between pre-post participation in the program of both groups was statistically different when tested with the Wilcoxon Sign Rank Test (control group: median difference = 11.25, 95% CI = 8.50 to 16.00, p = 0.01 and experimental group: median difference = 20.75, 95% CI = 16.50 to -26.00, p = 0.01). When assessing language use between children and parents while playing independently by video recording for 30 minutes, it was found that the experimental group increased the number of vocabularies, length of utterances, and a greater response to parental communication than the control group. It showed that the manual helps promote the experimental group's speech and language development faster than the control group. In addition, the results of the satisfaction assessment of parents who received the manual found that the overall satisfaction level was at the highest level (x = 4.74, SD = 0.15).
