Abstract: The objectives of this research on "Local Leadership Roles in Management and Solve the Problem of Encroachment of Joe River of San Sai Luang Subdistrict Municipality, San Sai District, Chiang Mai Province". The objectives of this study were: 1) to study and explain the roles and processes of local leaders in managing and solving the problem of poaching Joe River 2) to analyze problems and obstacles affecting the roles of local leaders in Management and solving the problem of poaching Joe River 3) To suggest solutions and promote the role of local leaders in managing and solving the problem of poaching Joe River, using a qualitative research approach by collecting data from document and field survey visits. This research study used an observational research method by participation and non-participation in exploring the context and also uses an in-depth interview method to gather information from 5 groups of samples, totaling 32 people. All data were analyzed together with the theoretical concepts about the role of community leaders. The concept of local governance on public administration and the concept of participatory processes. From the research results, it was found that the role of local leaders is important in managing and solving resource problems in the local area, apart from being the representative of the community, and had lived in the area for a long time, having a better understanding of the area than government agencies. The local leader can also use negotiation principles better in the area. However, the official roles of local leaders are mayors, municipality council members, and village headmen, and the non-official ones are social representatives such as; elderly people, women, and housewives, who are part of the people that gives agreement and lay down the rules and regulations, including policies in managing and solving the poaching of Joe watercourse in San Sai Luang Sub-district. Moreover, the leadership roles contribute to participation in public service management and administration in solving problems of public benefit areas. From the study, it was found that problems in the past were caused by the growth of both physical and economic areas, thus causing an expansion in terms of living area. The original land area which was meant for agriculture was sold and converted into a housing estate. Some areas build their house next to Joe River, some areas create some problems that are now affecting Joe River. On the other hand, inexplicit government law and weak guidelines in the management of Joe River by government agencies, makes the people in the area poach Joe River continuously. Therefore, the conclusion of the study showed that role of local leaders is more important in controlling and surveillance of waterfront areas than the government agencies. The local leader helps the government agencies to carry out part of their job, and expenses that meet the needs of the area. Based on the result of this study, the researcher recommends the promotion of cooperation partners and integration of resource management approaches between local leaders and government agencies such as; San Sai District Office, and San Sai Land Office, especially on issues related to Joe River, that need to have a collaboration model, such as the Central Committee for joining the boundary measurement track according to the land title deed in Joe River area. If the people poach into Joe River area. Therefore, it will provide a way to claim the area back from such people instead of enforcing legal rules or powers, with regards to the policy of joint development in the local area, such as; The government does not poach the people's area, and the people do not poach the government area, allow the local leaders to be the mainstays in connecting to the people. Thus, create awareness, access to participation in the joint development of local waterways, and to create awareness of local natural resource management among people in all sectors.
