Abstract: This study aims to examine a curriculum and an educational method at school in which Citizenship program is taught, investigate Citizenship level among students at schools and explore a guideline that encourage and support citizenship level of Chiang Rai Provincial Administrative Organization School and Chiang Rai Wittayakom School. This is qualitative research that document, and related research were studied. The involved informants including two administrators, four teachers from Academic Department, four teachers from Social Science, Citizenship and Culture Department, twelve representatives of students in Mattayaom 5 and twelve representatives of students in Mattayom 6. The findings revealed that 1) Citizenship was taught as one of the subjects in the Social Science Department at both Chiang Rai Provincial Administrative Organization School and Chiang Rai Wittayakom School. The Citizenship subject was taught and integrated with other fundamental subjects i.e., Social Science and Buddhism at Chiang Rai Provincial Administrative Organization School and Ethical Chistianity at Chiang Rai Wittayakom School. The activity-based learning, both in-class activities and outdoor activities, was applied alongside religious and moral practices. Also, Citizenship was educated among teaching staff through training with other organizations. 2) The students of both schools agreed that having Citizenship is to be able to make a decision based on knowledge, information, way of life, expertise and ability to solve problem and live with others in the society/ country. Moreover, they believed that Citizenship also includes democracy, morality, ethics as well as practices indicating a good citizen. When students at Chiang Rai Provincial Administrative Organization School focused on practices based on Buddhism, the students at Chiang Rai Wittayakom School focused on practices based on Christianity. 3) Furthermore, the curriculum focusing on building awareness of Citizenship should be developed as guideline to encourage and support level of citizenship at both schools. The students need to be educated by books and by practice so that they could not only memorize but also learn about Citizenship. Lastly, the opportunities to discuss, express ideas and engage with the community should be more provided.
