Abstract: A study entitled "Role of Community's Leaders in the Development of The Free Thai Movement Historical Area: A Case Study of Therdkiat Tree Thai Park (Phae Piang Camp) Thung Kaew Subdistrict, Nong Muang Khai District, Phrae Province" was conducted with its following objectives: to study the origin and history of the Free Thai Movement in the area of Nong Muang Khai District, Phrae Province, to describe the Role of Community's in the development of the Free Thai Movement's historical area, and to analyze problems and obstacles of Community's Leaders participation's enhancement, relating to the development of the Free Thai Movement's historical area: Seri Thai Memorial Park (Phae Piang Camp) situated in Thung Kaew, Nong Muang Khai district of Phrae Province. The qualitative methods were applied by studying related documents and academic papers were studied and conducting in-depth interviews with the key informants. The results revealed as follows. The Free Thai Movement was a Thai underground resistance movement against the regime of Field Marshal Por Phibunsongkhram which allowed the Japanese army to come through Thailand and decided to participate in the war with Japanese troops in 1941. Mr.Pridi Banomyong, who strongly disagreed with the decision of the country's leaders, persuaded and directed an underground group, entitled The Japanese Anti-Military Organization consisting of people whose opinions against the government of Field Marshal Por Phibunsongkhram both in Thailand and foreign countries. Later, its name was changed to "The Free Thai Movement". Commanding its center in Bangkok, Mr.Pridi Banomyong, the leader, divided the Seri Thai line into regional areas. Assigned by Mr.Pridi. Banomyong, Mr. Thong Kanthatham was the leader of The Seri Thai unit in Phrae province. He transmitted the news and information of the Japanese forces in Phrae province to the Bangkok command center. There was also a radio transmission center at Nong Muang Khai village. Then, it was moved to Phae Piang in Thung Khwaeo subdistrict because of many risk factors, for example, many people passed nearby. As Government agencies and communities have placed importance on the Phae Piang area, it becomes an important area in the history of the Free Thai movement. Commemorating the merit of the Free Thai movement who sacrificed their lives for the nation, the development and restoration of Phae Piang area reflect the historically importance of that moment. The researcher studied the role of community leaders in the development of the Free Thai Movement Historical Area. It was revealed that the Community Leaders were the mainstays in the development of the Free Thai Movement Historical Area by allowing the people to participate in expressing their opinions through the village community in giving consent. Phae Piang area has been developed. but in terms of participation in the operation taking advantage And the follow-up and evaluation of people's development is not involved much. Community leaders are working with government agencies, namely Nong Muang Khai District Office. and Thung Kaew Subdistrict Administrative Organization jointly undertake the construction and development of the historical area of the Free Thai Movement. These mentioned problems have negatively affected the enhancement of Role Community's participation in terms of developing Free Thai movement's historical area. It is because some groups of people have considered Phae Piang to be a forest and people in community cannot benefit. Besides, the operation of the community leaders lacks of public relations relating to the Free Thai Movement's network. Moreover, there has been the lack of people's participation support in various projects and activities. In terms of the construction of historical buildings, it should support leaning community history. Temples and government organizations should provide knowledge and information concerning the history of Free Thai Movement. Most importantly, the love for community and historical areas should be promoted.
