Abstract: The study of procedure development approach on the establishment of the Sister-Cities between Phitsanulok Province, Thailand, and Yunnan Province, Republic of China aimed to study procedure approach on the establishment of the Sister-Cities between Phitsanulok Province, Thailand, and Yunnan Province, Republic of China and to study problems and obstacles including to present the guideline for procedure development approach on the establishment of the Sister-Cities. This study is a qualitative research. Collected data by In-depth interview from 13 Administrator of Phitsanulok Province, Director of Governor’s Office of Phitsanulok Province, Officer from Foreign Affairs Division, Office of the Permanent Secretary, Ministry of Interior and Foreign Affairs Officer, Governor’s Office of Phitsanulok Province. The results of the study showed that the procedure approach on the establishment of the Sister-Cities between Phitsanulok Province, Thailand, and Yunnan Province, Republic of China accordance with the Government’s policy and Ministry of Interior’s policy which aims to support provinces to establish the international relationships with the establishment of the Sister-Cities, which uses strategic partnership for cooperation with common goals and accepting mutual benefits according to the Concept of Soft Power and Public Diplomacy. However, the procedure approach found a problems and obstacles on the establishment of the Sister-Cities were 1) the Letter of Intent (LOI) of Thailand and Republic of China are discrepant. 2) Lack of working groups on driven development approach on the establishment of the Sister-Cities. 3) Lack of budget on the establishment of the Sister-Cities. 4) Due to COVID-19 situation, therefore Phitsanulok Province has reduced its role in foreign affairs The suggestion from this study are 1) Ministry of Foreign Affairs Thailand and Republic of China should be discussed together with the Letter of Intent (LOI) 2) Ministry of Interior should be empower the province to make more decisions on the establishment of the Sister-Cities and 3) Phitsanulok Province should appoint a working group on the development of the Sister-Cities
