Abstract: This research aims to (1) study the employee’s behavior on technological usage of organizational culture with readiness and acceptance and (2) explore the guidelines for the development of the Human Resource Information System with Dashboard Patterns for workers’ rights and welfare function at the Provincial Electricity Authority District 1 (Northern Region) Chiang Mai Province. This mixed-method sequential explanatory research, quantitative and quantitative methods, is conducted. Data are collected from 350 employees by using a questionnaire designed based on the behavior regarding technological usage of organizational culture with readiness and acceptance. The data are statistically analyzed using statistical programs. The researcher conducts in-depth interviews with the executive, chief of section, professional employees, and academician to gather data regarding roles and responsibilities. The survey findings suggest that using power in terms of the employee’s behavior on technological usage of organizational culture with readiness and acceptance is at a high level. They also understand the roles and functions of their jobs. Besides, being positive that the information technology could help to operate their works gains the highest average in terms of technology usage of organizational culture with readiness and acceptance of staff working at the Provincial Electricity Authority District 1 (Northern Region). According to the qualitative results, this study approaches the guidelines for developing the Human Resource Information System with Dashboard Patterns for workers’ rights and welfare function at the Provincial Electricity Authority District 1 (Northern Region) Chiang Mai Province. Firstly, the administrator should be the role model for the staff and empower them to work in the new circumstances using the information technology system. Secondly, the information technology system should be publicized. Then, the staff should be trained to use and understand the benefits of the system. Thirdly, top-down support should be provided by the executives, so the staff would be more confident in their ability of applying the system to their work. This initiative could be done as a part of the organizational culture. Also, information technology should be provided sufficiently for all staff. Further, this research recommends that the benefit of using the information technology in the work should be pointed out to staff working at the Provincial Electricity Authority District 1 (Northern Region) Chiang Mai Province. The training on information technology systems should be conducted, and the administrators should be the role model who applies the information technology with work in the organization. Lastly, the policies and strategic plans should be set for being a digital organization in the future and support the technological sustainability of the staff.
