Abstract: The objectives of this research were: 1) to analyze the opinions on the principles, concepts, laws and practices relating to the registration of records as a person without registration status; 2) to suggest guidelines for solving legal problems and guidelines that bring about a balance. between justice, humanity and national security. 3) Analyze awareness, perceive the importance of roles, duties, exercise of discretion. certifying status for those without registration status of the officers involved. 4) surveying the knowledge and understanding concerning presence and submitting an application for registration status to the government of those without registration status. It is a quantitative and qualitative research. by using a questionnaire and an in-depth interview. The main informant was Mae Taeng District Chief. Operators, community leaders, and people without registration status in Mae Taeng District Chiang Mai Province, a total of 352 cases.1) Principles, concepts and laws governing the principle of naturalization by birth There is a limitation in finding clear evidence to confirm one's identity. The officers were not confident in the evidence. The civil registration system is not correct in accordance with the facts. causing abuse of power 2) The solution is to survey the information and prepare the civil registration of persons without registration status to be correct. The reduction of restrictive legal conditions requires careful consideration as it may affect the security of the state. It is very important. 3) Officers are aware of the importance of their roles and duties. Use of discretion to certify status for those without registration status fairly and equally The problem encountered was the use of language in communicating with officials, resulting in a delay in background investigations. and caused misunderstandings from the facts. 4) Persons without registration status, having knowledge and understanding about their presence and submitting an application for civil registration status to the government. but does not proceed with the submission of a personal history registration without registration status The researcher has suggestions for the next study. A study should be done on the importance of persons without registration status in the preparation of records of persons without registration status. to fix the problem further
