Abstract: The purposes of this research were 1) to develop a project-based learning management plan to promote the problem-solving skills of primary school students, and 2) to study the level of problem-solving skills of primary school students. The target groups in this research were: 1) experts who assessed the quality of the learning management plan and the quality of the assessment form; The problem-solving skills of nine students and six elementary school students were considered specifically for the target group. The tools used in the research consisted of four plans for project-based learning management for social studies, subject matter, and economics, taking 12 hours to organize learning activities, and an assessment form for learning management plans. Problem-solving skills assessment form the data were analyzed using percentage, mean (x̅), standard deviation (S.D.), IOC (concordance index), and ∑R (sum of expert opinions). and content analysis. The research results showed that the development of a project-based learning management plan to promote problem-solving skills in elementary school students in the amount of 4 Lesson Plans, 3 hours each, totaling 12 hours, using the PDAR process, there are 4 steps: 1) (P – Plan ) Planning stage 2) (D - Design) Design stage 3) (A - Action) Operation stage 4) (R - Reflect) Reflection step All learning plans are consistent with the objectives of the research. as well as carrying out activities and can be used to develop problem-solving skills and learning outcomes for students. for the quality of the project-based learning management plan to promote the problem-solving skills of primary school students. The overall image is of very good quality. and problem-solving skills of elementary school students were at the most practical level.
