Abstract: The objective of this research is increase the service level in the traffic light control interval and find the optimum cycle time of traffic light intersection to reduce the average waiting time of the cars in the system and improve the waiting system. By, designing and simulating the situation using The Arena program for the intersection within Chiang Mai University. (Intersection, Faculty of Business Administration). Then find the appropriate traffic light, total loss time, delay and saturation flow rateto improve and develop traffic lights with reference to the HCM (Highway Capacity Manual 2010). The results application of The Arena program in simulation design and simulation can be applied to real - life situations. Then develop the built model to be more efficient as a plan to develop traffic signal management within Chiang Mai University in the future. The research results, the service level can be increased during 07.30 - 08:30 before improvement to the service level D, after the adjustment, to the service level D, during 12.00 - 13.00 before the improvement. Service D after improvement has service level C, and during 4pm - 5pm before improvement has service level D, after improvement has C service level and can reduce the average waiting time of cars that are in the system during the period 07.30 -08:30 by 21.95 %, from 12.00 -13.00 by 19.16 % and during the period 16.00 - 17.00 by 20.23 % and reduce the number of cars in the queue averaged during the period 07.30 - 08:30 by 22.62 %, during the period 12.00 - 13.00 by 19.21 % and during the period 16.00 -17.00 by 20.50 %. As well as to enhance the traffic efficiency of those who use shared routes and can be applied to traffic at other intersections. Keywords: The Arena Program, Cycle Time, Waiting Time, Queue
