Abstract: This research aims to1) explore the guideline for the appropriate shuttle service for the elderly in Piang Luang sub-district to the hospital in order to have better public health services accessibility and 2) investigate study the guideline for financial support and public service model in organizing the shuttle service for the elderly in Piang Luang Subdistrict to the hospital. The data collection was done by interviewing 60 elderlies, 3 administrators of Piangluang Subdistrict Administrative Organizations Piangluang SAO), 3 officers of the national public health organization, and 1 staff from Piangluang SAO. The information from related document was also studied. The results showed that a shuttle service for the elderly and disabled persons could be arranged by Piangluang SAO as a social welfare. According to the related laws and obligations, this service could only provide for those elderly who have low income, have no care takers and/or paralyzed. The process could be done into 3 steps. Firstly, the elderly or disabled persons who need to use this service must be registered at the counter service of Piang Luang Subdistrict. Secondly, each case will be considered by the committees. The approved case will be announced for at least 15 days. Thirdly, the approved cases will be divided into 2 groups. The first group is for the emergency cases which will use the ambulance as a shuttle. The second group is for cases who have low income and have no care takers to take them to the hospital. The shuttle for this group will be provided by Piangluang SAO. Besides, seven pick-up areas were determined and financial supported by the annual budget of Piangluang SAO. Though there are 6 villages in Piangluang SAO, the pick-up areas would not be enough to cover all 17 communities. Also, some communities are far from the pick-up area. Therefore, it is suggested that more pick-up areas should be added in order to facilitate the elderly and disabled persons to have better public health accessibility. Besides, if the related laws and regulations are reviewed and decentralized, Piangluang SAO could provide a better and appropriate shuttle for the elderly and disabled persons. The staff taking care within the shuttle could be provided. Also, the appropriate cost could be determined so that this service is not only limited for elderly or disabled person but also provide to everyone in the community.
