Abstract: The objectives of this study were to 1) investigate the roles of village chiefs in preventing and resolving forest fire and smog problems in the Mae Wang District of Chiang Mai Province 2) to investigate methods for fostering cooperation in order to prevent and eliminate forest fires and smog in Mae Wang District, Chiang Mai Province, and 3) to investigate the village headman's success factors in preventing and resolving the problem of forest fire and smog in the Mae Wang District of Chiang Mai Province. In-depth interviews and discussions with the village headman, sub district headman, district chief, agency representatives, and volunteers with the mission of managing forest fires in the area were conducted. A total of 38 people were interviewed for this study using a semi- structured interview form to collect data. The results of the study indicated that 1) the village headman plays a significant role in preventing and resolving forest fires and smog by acting as a mediator between the government and the community/people in the area and by coordinating and participating in the community. 2) The village headman has a guideline for fostering cooperation in preventing and resolving forest fires and smog by negotiating between communities/people in the area and government agencies involved in making an agreement, as well as participating in activities to achieve the mutual agreement's goals. There is also a summary of the collaborative evaluation following the conclusion of forest fire and smog prevention efforts, as well as a shared solution to these problems. 3) The success factor in the village headman's forest fire prevention and smog problem is the opportunity for community members to come and listen to an explanation of the forest fire and smog prevention and solution activities, together with the opportunity for community members to participate in forming activities and workingwith all sectors to solve these problems. The results of the study indicate that the village headman plays a prominent role in combating forest fires and smog. Village headmen who are capable of coordinating and fostering cooperation between government agencies and the community should be given priority in order to lead missions effectively. There were suggestions that related government agencies should consider processes, procedures, and methods that could allow the village headman to be more involved by giving priority to welfare or benefits in order to build morale support for the forest fire and smog prevention missions.
