Abstract: The purposes of this research were to 1) investigate the characteristics of network management of public sector, private sector, and people sector in promoting the Kwan Phayao's water activities, and 2) study the development of network in promoting the Kwan Phayao's water activities in the future. Interview and focus group were used for data collection in this qualitative research. Fifteen key informants were divided into three groups: 1) public sector, 2) private sector, and 3) people sector. The findings revealed that: 1) In promoting the Kwan Phayao's water activities, all sectors participated in the network management ranging from having a common vision, interests/benefits, building leadership, having a negotiation and participation of everyone in the network. For the team building factor in promoting water activities, this was only carried out in specific departments. The provincial team has not been created to promote water activities in a formal format consisting of all sectors. 2) The development of network in promoting the Kwan Phayao's water activities in the future requires a cooperation of all sectors by building a provincial team as a network to promote water activities of Kwan Phayao. The present study also found that the factors that will create a successful network of water activities in the future are team building and leadership.
