Abstract: The objectives of this research were 1) to study the problems and needs to develop PADTHAI Model to promote Thai speaking. of ethnic students, Faculty of Education, Chiang Rai Rajabhat University. 2) to create and develop PADTHAI Model to promote Thai speaking of ethnic group students, Faculty of Education, Chiang Rai Rajabhat University 3) to study the effect of using PADTHAI Model to promote Thai speaking. of ethnic minority students, Faculty of Education, Chiang Rai Rajabhat University as follows; and 4) to assess the development process of PADTHAI Model to promote Thai speaking. of ethnic group students, Faculty of Education, Chiang Rai Rajabhat University. the target group was 25 students of ethnic groups Faculty of Education first year of the academic year 2021 who had different pronunciation problems in Thai language. People by specific selection consisted of students from Akha, Lahu, Lisu, Hmong and Pga K'nyau ethnic groups 5 each. Used in the study of Thai speaking problems of ethnic groups 2) Thai speaking test 3) Thai speaking recording form 4) Innovation Quality Assessment Form 5) A test of the ability to speak Thai before and after using the innovation 6) Innovations to promote Thai speaking among ethnic students 7) A questionnaire for assessing the satisfaction of ethnic students with the use of the innovation. The results showed that 1) 9 theories were used to study the sound system of ethnic groups is second language phonology theory, Conflict Analysis Hypothesis, spoken language learning theory, Second language cognition theory, Second language linguistic perception theory, Strange Theory, linguistic theory, second language teaching theory, language learning theory and found a problem speaking Thai consonant pronunciation Vowel pronunciation pronunciation of final consonants tonal pronunciation and the pronunciation of diphthongs Each ethnic group has different problems. 2) The problem of speaking Thai of the ethnic students is consistent with the problem of speaking Thai language of the ethnic groups that have been studied in the previous research and thesis. which affects the speech of the first consonant, the vowel, and the end consonant tone and diphthongs 3) The innovation to promote Thai speaking is called PADTHAI, which consists of 7 stages of development consisting of 1. Identifying speaking problems 2. Practice listening to the correct speech and identifying sounds that are not similar to the prototype 3. Practice in pronunciation 4.practice of speaking Thai words using sound pairs; 5. listening and speaking practice following the original sound 6.Practice speaking Thai from the picture given. 7. Thai speaking test to compare with step 1 with efficiency equal to 82.32/88.00 4) Ethnic students have a higher ability to speak Thai and are satisfied with the use of innovation Overall, all aspects were at the highest level.
