Abstract: The purpose of this research is to: 1) study the collaboration in marine and fisheries sectors between Thailand and the Republic of Korea such as the maritime transport industry, port management, container shipping and marine logistics; 2) analyze the needs and expectations of public and private sectors of both countries to improve collaboration; and 3) provide a framework for collaboration that needs to be negotiated, discussed, and improved to reach consensus now and in the future. The research methodology was based on qualitative research by gathering data from related documents and in-depth interviews with a total of 17 people including 6 governmental officials, 7 private sector and 4 academic sector representatives. This study shows the following results. 1) Thailand and The Republic of Korea have cooperated in eradicating illegal fishing through technology transfer, knowledge-sharing and advanced fishery inspection and control experience sharing, as well as opening new shipping routes and developing port service systems that meet international standards. 2) The public and private sectors of both countries want to cooperate in marine logistics and upgrade Laem Chabang Port with modern service and transportation systems to reduce costs and increase competitiveness of transport and logistics companies. 3) For the development of a framework for collaboration, the following should be discussed: establishment of research networks in the maritime transport industry, port management, container shipping and marine logistics, exchange of personnel between the two countries, and the establishment of an expert committee to jointly supervise the various responsibilities of conducting business by private companies in the EEC.
