Abstract: The purposes of the research ”Developing the strategies for providing basic education for schools under the supervision of Chiang Mai Municipality” are twofold; (1) to study the conditions, problems, and factors conducive to providing basic education for schools under the supervision of Chiang Mai Municipality, and (2) to develop and scrutinize the strategies strategies for providing basic education for schools under the supervision of Chiang Mai Municipality. The research’s methodology consists of two steps; (1) the study of conditions, problems, and factors conducive to providing basic education for schools under the supervision of Chiang Mai Municipality and 2) The develop and scrutiny of the strategies for providing basic education for schools under the supervision of Chiang Mai Municipality. The tools employed in this research are 1) questionnaire 2) structured interviews 3) Focus Group and 4) Strategic Audit. The analysis of data was carried out via the categorization of findings and present the data in the essay form. Statistical analyses, namely mean and standard deviation analyses, were also carried out. The research results are as follows; 1. The promotion of basic education for schools under the supervision of Chiang Mai Municipality is largely practical, although not without problems. The main issues on the learners’ side is the students’ multiraciality and children with special conditions, thereby making the communication between the students and the teachers, and the parents and the teachers difficult. On the teachers’ side, they are overly preoccupied with non-teaching duties such as municipal work while some teachers are assigned to teach subjects they are not proficient with. The issues regarding education provision is the lack of classrooms and their dilapidated condition. As for the factors conducive to providing basic education for schools under the supervision of Chiang Mai, clear chain of command within schools resulted in efficient monitoring and feedback. In terms of product and service, school curricula caters to national educational context and local needs. In terms of personnel, the teachers and other education personnels are people of integrity with firm adherence to the civil servants’ code of conduct. In terms of financial performance, the development of advanced payment system resulted in timely and efficient budget disbursement. In terms of material, folk wisdom can be adapted to improve the quality of education. In terms of management, the school’s education administration is in line with Sufficiency Economy principle and strategic management is systematic. Regarding legal and political factors, the Pracharat Policy, whereby the state, the private sector, and Local Administration Organizations all place significant emphasis on education as evidenced by continuous allocation of budget to improve education administration and develop teachers and students. Conducive economic factor is the adoption of Sufficiency Economy Principle to improve the people’s livelihood. As for socio-cultural factors, unique culture and tradition serves as a tremendous learning source of folk wisdom. In terms of technological factors, technological advancement resulted in the learners being able to access a wide variety of information which in turn greatly aids self-learning. 2. The strategies for providing basic education for schools under the supervision of Chiang Mai Municipality consist of (1) Vision, that is, the schools are to provide education to an appropriate standard and in line with global context and vicissitudes. (2) The four missions (3) Shared values, that is, the school personnels are determined to develop the schools in line with Lanna civilization, culminating in sustainable development of Chiang Mai metropolis. (4) The four strategies and objectives and (5) The six objectives. In terms of possibility, veracity, and appropriateness, the strategies for providing basic education for schools under the supervision of Chiang Mai Municipality are at the highest level overall.
