Abstract

This research aims to 1) study the current functional work of the Lamphun Rehabilitation Fund, 2) examine the factors and challenges that affect of the fund, and 3) explore the pathway to efficiently develop the integrated management of the fund. This is a qualitative study using a semi- structured interview to collect data. The 17 informants including the administrators of the Lamphun Provincial Administrative Organization, the committees of the Lampbun Rehabilitation Fund, the subcommittees working for the Lamphun Rehabilitation Fund, the staff of the Local Administrative Organization, and the disabled people in Lamphun were interviewed. The results reveal that (1) the management of the Rehabilitation Fund was integrated using horizontal management. Also, (2) the factor that positively aflects of the fund is the leaders' role to initiate the collaboration. On the other hand, the challenges that aflect are conditional collaboration and the official structured collaboration. Besides, the pathway to efficiently develop the integrated management is to develop the perception of all unit related to the fund, publicize the objectives of the fund to the related units in Lamphun province, and promote the capacity of the fund that able to improve the quality's life of the target group. Moreover, the related unit in Lamphun should work together and the regulation of the Rehabilitation Fund specifically for the financial request of the Lamphun Rehabilitation Fund (B.E. 2563) should be revised for further efficiency.
