Abstract: The objectives of this research are 1) Evaluate the context of the environment, inputs, processes, impacts, effectiveness, and sustainability of community projects on quality of life, Mae Moh Power Plant Electricity Development Fund, Lampang province, fiscal year 2019.2) Analyze the relationship between environmental context factors, processes and impacts on the community, effectiveness and sustainability of the implementation of community projects. 3) To explore the obstacles and limitations of the implementation of community projects. 4) To explore suggestions and expectations community project implementation. This research adopted the quantitative study framework. The sample was a village of 5 or more projects totaling 352 households. Data collections were undertaken through the questionnaires. The questionnaires sentiment value is 0.97. The statistics used to analyze the data used in this research are percentages, mean, standard deviation and Pearson's Product Moment Correlative Coefficient. The result is practical possibilities. The evaluation of environmental contexts was consistent with the objectives of the project. There is a need and compliance with the problematic conditions of the area in high level (average 4.10). For the inputs found that readiness of resources such as personnel, equipment, and budgets required in The Evaluation of Community Projects were very appropriate (average 3.91). The process factors were implemented very appropriately (average 3.90). Impact on communities in improving quality of life Overall, it was found that it was possible to improve the quality of life for the public both physically, society and mind (average 2.51). In the effectiveness of the project, it was found that the level of public opinion on the effectiveness of the project was the most agreeable (average 2.68). Sustainability and Continuity Assessment Results It was found to be extremely sustainable and continuing in the future (average 2.56). The factor of environmental contexts related to impacts on the community, effectiveness and sustainability in a moderate degree (t-0.42, r=0.59, r=0.47). The input factor correlated with impacts on the community, effectiveness and sustainability in a moderate degree (r=0.42, r=0.51, r=0.53). The processes correlated with impacts on the community in high degree (r-0.67) and effectiveness and sustainability in a moderate degree (r-=0.60, =0.58). The problems and obstacles of the project's operations include delays of allocation, disbursement of the budget and project considerations. Suggestions and expectations include having good utilities and infrastructure, and promoting careers to generate income for the public.
