Abstract: The objectives of this research were to: 1) compare the process of the instatement of persons working during the Coronavirus Disease 20 19 pandemic to the government service as special cases with the process of the instatement through competitive examinations; 2) study the impacts of the instatement of persons working during the Coronavirus Disease 2019 pandemic to human resource management and 3) analyze and come up with recommendations on how to remedy and reduce the impacts of the aforementioned policies affected to the human resource management of the Department of Disease Control. The study utilized the qualitative research method by targeting specific areas and informants, collecting data from in-depth interviews in the form of semi-structured interviews, as well as studying related documents. The results of the study indicated that the instatement of persons working during the COVID-19 pandemic to the government service as special cases were different from the process through competitive examinations in every aspect, except for the procedure for receiving starting base salary and benefits. Moreover, recruiting personnel working during the COVID-19 outbreak into the government service as special cases created impacts on human resource management in terms of recruitment, development, retention, and utilization. However, the Department of Disease Control acknowledged them and is further finding solutions and recommendations to solve problems as well as reduce those impacts.
