Abstract: The aims of this research are as followings; first, study the comparison of welfare and benefits of personnel in public organizations between Water Resources Information Institute (Public Organization), National Astronomical Research Institute (Public Organization), and the Geo-Informatics and Space Technology Development Agency (Public Organization). Second, this research aims to study the factors that affect the determination of welfare and benefits of personnel in the Water Resources Information Institute (Public Organization), National Astronomical Research Institute (Public Organization), and the Geo-Informatics and Space Technology Development Agency (Public Organization). Finally, this research aims to provide suggestions and guidance for developing the welfare standards and benefits of public organizations under the supervision of the Ministry of Higher Education, Science, Research and Innovation. This research is conducted as a qualitative research collecting data from in-depth interviews and study from related documents. by Chiang Mai University The results from the preliminary study showed that the determination of welfare and benefits of personnel in these 3 public organizations have in common are: medical care, medical check-up, children education allowance, funeral allowance, severance pay, provident fund. As of which, they are the rights entitled as minimum as determined by the Labor Law. In term of different determined welfare and benefits are: on the job injury and sickness allowances, health insurance, life and accident insurance, disaster relief payment, and sport and recreational events. Welfare and benefits are significant in attracting the staff’s or employees to stay with the organizations longer. If the staff’s or employees are satisfied with the welfare and benefits that they receive from the organization, it will establish staff’s motivation to work and create bond with the organization accordingly. This will resolve the issue where public organizations are unable to make their staff’s stay for long, and lose competent personnel. The key factor that affects the determination of welfare and benefits is budget issue which relies on the ability to pay of each organization.
