Abstract: The purposes of this study were: (1) to study sub-district and village headmen role played in the undertaking haze problems in three stages; preparation, management, and sustainability; (2) to investigate the problems and obstacles that occurred in managing the sustainability of the haze problems throughout the three stages; (3) to examine the needs of sub-district and village headmen in sustaining the haze problems in Ban Hong District, Lamphun Province. This study was qualitative research, in-depth and semi-structured interviews were used as a research method to collect data from 20 sub-district and village headmen. Data analysis was done through the transcription and literature review, the key roles and duties of sub-district and village headmen performed during the three stages were analyzed. The results of this study shown sub-district and village headmen were involved in the process during these stages: (1) preparation; increased public relations and public awareness, and established fire barriers. (2) management; planned and directed the respective villagers and fire rescue crews to control the forest fires, and (3) sustainability; implemented and monitored public access to the premises of the affected fire, and identified the damages and affected individuals in the assigned geographical areas. The problems and obstacles found during the three stages were: (1) preparation; difficulty in forming sub-district fires recuse crews, examining the fire premises, the insufficient resource for proper equipment, and the lack of co-operation from the villagers, (2) management, the lack of coordination between relevant agencies, high risk of fire premises, lack of fire rescue crews, and proper equipment, and (3) sub-district and village headmen identified during sustainable stage were the needs to increase government participation in prevention and safety, increase funding, implement evacuation plan, improve career advancement, and implement roles and responsibility among respective agencies in village, sub-district, and district.
