Abstract: Development of service and employment community systems in the area of Don Kaew Subdistrict administration organization, Mae Rim district, Chiang Mai province has two objectives (1) to create a database and determine the type of Community service providers and employers; and (2) to design networks, establish service provider standards and community employment. This research is a qualitative research that collected information from Group 1, personnel in Don Kaew Subdistrict administration organization Group 2, Local and village Leaders and Group 3, community networks. The results of the study found that in Don Kaew has (1) 7 groups employees (2 ) 11 groups employers and only 49 employees have certification guarantees or 15.91 percent of the total workforce. From the database, it is reflected that if Don Kaew Subdistrict administration organization has labor standard certification by community, the total workforces will being employed. The Don Kaew Subdistrict Community's Labor Standard Certification Network composes of SAO Don Kaew, Mae Rim Community Development Office, Don Keaw District the non-formal and informal education, Chiang Mai Institute for Skill Development. The approach of the network can design in 3 models: Model 1, Traditional Certification by Chiang Mai Institute for Skill Development The second is the certification by the community according to the standard of the Department of Labor and Model 3 The certification of the community developed by itself. a total of 49 certified workers, representing 15.91 percent of the total workforce. From the making of such a database, it is reflected that If a standard certification is made to the workers in the community, workers will be able to work in the area entirely The Don Kaew Subdistrict Community's Labor Standard Certification Network consists of SAO Don Kaew, Mae Rim Community Development Office, Don Keaw District the non-formal and informal education, Chiang Mai Institute for Skill Development and the results of the research found that 3 forms of labor standards can be developed in the community: Model 1, Traditional Certification by Chiang Mai Institute for Skill Development The second is the certification by the community according to the standard of the Department of Labor and Model 3 The certification of the community developed by itself.
