Abstract: This study aims to compare the former recruitment process and the current recruitment process of municipal employees to the executive position which was done according to the announcement of the National Council for Peace and Order (NCPO) in Chiang Mai Municipality. The positive and negative effects that occurred due to the current recruitment process at the individual level and organizational level were also investigated to finalize and justify aligned with the good governance, decentralization, motivation, and principal of recruitment. This is the qualitative study that 61 samples were interviewed and related document was studied. The result showed that the current recruitment process of municipal employees to the executive position was different from the former one in terms of the authority of recruitment process, committees, procedure and method, recruiting program, and recruiting list. At the organizational level, it reveals that the new procedure causes more negative effects than positive effects in terms of social aspect, economy and organizational efficiency. At the individual level, the result shows that the new procedure causes more negative effects than positive effects in terms of economy. Lastly, some recruiting processes should be improved to appropriately recruit the municipal employees to executive position.
