Abstract

บทความชิ้นนี้ทบทวนและสังเคราะห์แนวคิดสิทธิที่จะมีส่วนร่วมในเมือง ซึ่งเป็นแนวคิดในทางสังคมวิทยาที่ถูกกล่าวถึงอย่างแพร่หลายโดยนักวิชาการที่ศึกษาเรื่องเมืองในต่างประเทศ ในหลายสาขาวิชา อีกทั้งแนวคิดนี้ยังมีอิทธิพลต่อการกำหนดนโยบายและวิสัยทัศน์ในการประชุมระหว่างประเทศอีกด้วย แนวคิดนี้มีเป้าหมายสำคัญเพื่อสร้างสรรค์เมืองที่มีความยุติธรรมแก่ ผู้อยู่อาศัยในเมือง ไม่ใช่มุ่งเพียงแสวงหากำไรจากเมือง อย่างไรก็ดี ความเข้าใจแนวคิดสิทธิที่จะ มีส่วนร่วมในเมืองในแวดวงวิชาการไทยและในแวดวงผู้กำหนดนโยบายยังมีไม่มากนัก บทความชิ้นนี้ ซึ่งเป็นงานวิจัยเอกสารจึงได้ทบทวนและสังเคราะห์แนวคิดดังกล่าว เพื่อแนะนำแนวคิดนี้สำหรับการนำมาประยุกต์ใช้และวิเคราะห์การพัฒนาเมืองที่มากกว่าด้านกายภาพและโครงสร้างพื้นฐาน หากแต่ต้องตระหนักถึงความเป็นธรรมทางสังคมในเมืองด้วย บทความสืบค้นที่มาของแนวคิดสิทธิที่จะมีส่วนร่วมในเมืองจากนักทฤษฎีแนวมาร์กซิสต์ จากนั้นจะสังเคราะห์การตีความแนวคิดของนักวิชาการกลุ่มต่างๆ รวมถึงการประยุกต์ใช้ในการวิจัยและการกำหนดนโยบาย ตลอดจนข้อวิจารณ์ที่มีต่อแนวคิดนี้ โดยเฉพาะข้ออ่อนเมื่อพิจารณาจากฐานมโนทัศน์เรื่องสิทธิในทางกฎหมาย เพราะแนวคิดนี้ไม่ปรากฏชัดว่าผู้ใช้สิทธินี้คือใคร และการบังคับใช้เป็นอย่างไร ในตอนท้ายผู้เขียนเน้นจุดแข็งของแนวคิดดังกล่าวสำหรับการประยุกต์ใช้ทั้งในทางวิชาการและการเคลื่อนไหวทางสังคม

This article reviews and synthesizes the concept of “the Right to the City.” It is a sociological concept which is widely referred by urban scholars aboard from several disciplines. Moreover, this concept also influences policy makers in different countries and vision statements of international conferences. The concept claims for creating just cities for all urban inhabitants, not only for earning profit from the city. However, Thai scholars and policy makers have known this concept limitedly. Therefore this review article derived from document research aims to introduce this concept to Thai academic circle so as to apply this concept to analyze urban development. The contribution of this concept is to broaden analytical frameworks to go beyond physical and infrastructure aspects and concern urban social justice. The article traces the roots of the Right to the City concept from Marxist theorists, and then, synthesizes the interpretations and applications of the concept to academic research and policy making. The article includes several comments on this concept, particular from a legal perspective that this concept is weak in terms of the concept of right, because it does not clarify who has the right, and how to exercise this right. At the end, the author emphasizes the strengths of this concept for being applied both to academic and social movement purposes.
