Abstract: This independent study titled “Impacts of Government Officials’ Income Adjustment Policy on the Administration of Thasobchai Subdistrict Municipality, Mae Tha District, Lamphun Province” aimed at analyzing 1) the impacts of government officials’ income policy towards the administration of Thasobchai sub-district municipality, Mae Tha district, Lamphun province, and 2) the adjustment approach of Thasobchai sub-district municipality towards officials’ income policy. The research employed qualitative methods by collecting data from the in-depth interviews with 19 informants and conducted two focus group discussions with seven and nine informants accordingly. Regarding the results, it was found that government officials’ income policy caused negative effects towards the officers and administration of Thasobchai sub-district municipality in many aspects. In terms of effectiveness, the degradation of employees’ positions caused employees to lack morale and courage, which resulted in tardiness to work. In terms of efficiency, the policy resulted in the resignation of some employees. Therefore, the municipality had to employ new and inexperienced employees whose performance was not as effective as it should be. In terms of sufficiency, Thasobchai sub-district municipality did not receive the requested budget allocated from the central office. They also got less income from collecting tax. Therefore, the budget was not high enough for solving problems of the local people. At the same time, the local area was developing slowly and the salaries of employees could not be raised. In terms of fairness, the policy was unfair to the employees because their positions were degraded and some positions had no opportunity for advancement. In term of responding ability, the policy could not respond to all of employees’ needs because it discouraged them and reduced other benefits. In terms of suitability, the policy is unsuitable as there are people who had negative effects from it. In terms of adjustment approach of Thasobchai sub-district municipality, after the policy was practiced, Thasobchai sub-district municipality changed its administration by reducing the manpower to control the human resource management expenses as prescribed by the law. Moreover, the personnel were encouraged to increase their effectiveness and efficiency at work by creating incentives for the employees by providing them with office equipment and supplies for their convenience. Therefore, their performances were more effective without additional manpower. Furthermore, the moral system was used instead of the patronage system for considering the praise, promotion, bonus, compensation and welfare to give everyone an equal opportunity. In conclusion, the adjustment of Thasobchai sub-district municipality reduced the negative effects and increased more positive employee attitudes toward the policy.
