Abstract: This research aimed to study about the cause of the district-chief officer position, the authority of the sheriff since B.E.2457-2557, the study had analyzed the information from regulatory law books, academic theses and research. Including search and information systems. The concept The theory used in this study. The study found that the sheriff happens when a major administrative reform. In the reign of King Rama VI(5) Once enacted, the regional administration B.E.2440 in the Department of District to be under Ministry of Interior. At the present, appointing sheriff have to operate belong to the laws and regulations of the government's Civil Service Act B.E.2535 Regulations on the Administration Department of the human resource in B.E.2535. Change the authority of the district-chief officer from B.E. 2457 - 2557 has caused from the current politically active. And the push for decentralization to local governments. Especially, the restructuring of local government to be clear and the process of directly elected instead of appointed. Through the enactment of a Law Act. This makes local governments have to separate and manage themselves more independent. What once was a district-chief officer’s authority was transferred to local governments more than before. Because of this case, the image and leadership in the management of local government was outstanding. In spite of the legal authority of the sheriff will be reduced, but the authority and responsibility to the society which has not been provided are still noticeable so far. In summary, the authority of the district-chief officer since B.E. 2457 - 2557 in the first period as the original of the district-chief officer. The authority of them is widely across all regions. The second period was a new democracy after the change of government in B.E. 2475, which is an attempt to reduce the role and authority of the district-chief officer or the provincial area but they are still the one who has a lot of power. The third phase is the period after the overthrow of dictator. The distribution of power has become active through direct elections. Dickerson began with limited powers. The fourth was a pioneer decentralized clearer but the authority of the district-chief officer's overtly suggests. The fifth phase, is the golden age of the awakening of the real decentralization through support by the highest legal authority is the Constitution Act B.E. 2540, most of the district-chief officer’s authority was reduced in this period. the last phase, powers and duties of the district-chief officer came back again and used for to be a tool of state authority.
