dc.description.abstract© 2019 IEEE. The problem of homebound and bed-bound elderly is significant problem all over the world, including Thailand. Thailand has been interested in solving the elderly problem for the long period time by The National Elderly Plan which is the first 20-year plan that has been in place since 1982. Nowadays, the Department of Health recognizes the importance of this problem so they had implemented training course of the 70-hour Caregiver Program which is being held in 2016 for village health volunteers and supports the operation and development with them as well.By the policy of the long-term care system development project in part of public health for dependent elderly in long term care district to develop caregiver's performance to enable their knowledge and understanding, support to practical health care for the elderly efficiency and provide the elderly with a better quality of life. However, there are some limitations in village health volunteers and care givers, depending on their ability.This research will study the creation of process of develop potential of village health volunteers and caregivers in order to caring for home bound and bed bound elderly and evaluate the performance of village health volunteers and caregivers for caring for home bound and bed bound elderly in community.en_US
